The UK Gambling Commission (UKGC) has issued a formal statement reminding players that the vast majority of CS2 skin gambling websites operate without proper licensing in the United Kingdom. The warning comes amid increased regulatory scrutiny of the skin gambling industry.

    The Regulatory Position

According to the UKGC statement, any website offering gambling services to UK residents must hold a valid UK gambling license. The Commission noted that most CS2 gambling sites operate from offshore jurisdictions and do not hold UK licenses.

"Consumers using unlicensed gambling websites do not have access to the protections provided by licensed operators," the statement read. "This includes dispute resolution services, responsible gambling tools, and the assurance that games are fair and payouts are guaranteed."

    Enforcement Reality

While the UKGC has consistently maintained that unlicensed skin gambling is illegal for UK residents, enforcement against individual players has been virtually non-existent. The Commission's efforts have primarily focused on payment processors and advertising channels.

Legal experts suggest that prosecuting individual players would be resource-intensive and politically unpopular, making it unlikely the UKGC will pursue such actions in the near future.

    Industry Response

CS2 gambling operators have largely continued business as usual, with some implementing geo-blocking to prevent UK IPs from accessing their sites. However, VPN usage remains common, and enforcement against VPN users is effectively impossible.
